Driving Innovation: Investor Venture Capital

The Immigrant Investor Venture Capital (IIVC) Pilot Program was a federal business immigration program in Canada that aimed to attract high-net-worth individuals who were willing to make an at-risk investment of CAD $2 million in a Canadian venture capital fund. The program closed applications on December 30, 2015, and is no longer an active program.

The IIVC seeks overseas investors with demonstrated commercial skills and competencies who will contribute to the Canadian economy while successfully integrating into the community. Qualified persons can apply for an investor visa, which grants those who qualify and their family’s permanent residence status in Canada.

Requirements

  • Net worth: Applicants were required to have a net worth of at least CAD $10 million, which must have been obtained through lawful business or investment activities. The value of Inheritance and property cannot be included in net worth.
  • Investment: Applicants were required to make an investment of CAD $2 million in an approved venture capital fund, which was required to invest in Canadian start-ups with high growth potential. This is a non-guaranteed investment.
  • Language proficiency: Applicants were required to meet certain language proficiency requirements in either English or French.
  • Education: Applicants were required to have completed a minimum of post-secondary degree, diploma, or certificate from a Canadian institution, or an equivalent foreign education. If the net worth is CAD $50 million or more the education requirement may be waived.
  • Intention to reside: Applicants were required to have the intention to reside in any province or territory in Canada, with the exception of Quebec, which had its own investor program.
  • Due diligence report: This report includes information about the previous company or investment expertise, funding sources, and the personal net worth of the applicant. These reports are necessary to demonstrate that applicants achieve the CAD $10 million minimum net worth criteria through legitimate investment and company activities.

Successful applicants to the IIVC Pilot Program received a conditional permanent residency in Canada, which could be converted to full permanent residency after meeting certain conditions related to the investment.

The IIVC Pilot Program was designed to attract high-net-worth individuals who were willing to make a significant long-term investment in the Canadian economy, particularly in innovative and growth-oriented sectors. The program was also intended to encourage the growth of Canadian start-ups and small and medium-sized businesses by providing them with access to venture capital funding. However, the IIVC Pilot Program was discontinued in 2015 due to a lack of demand and criticisms over its effectiveness.
