The Quebec Investor Program is a business immigration program in Canada designed to attract high-net-worth individuals willing to make a passive investment in the economy of Quebec, a province in Canada.

Under the Quebec Investor Program, applicants are required to have a net worth of at least CAD 2 million, have at least two years of management experience, and make a passive investment of CAD 1.2 million in a government-guaranteed investment for a period of five years.

Requirements

• Net worth: Applicants are required to have a minimum net worth of CAD 2 million, which must have been obtained through lawful business or investment activities and you should be able to show the origin of your net worth. If your spouse or partner is accompanying, you to Canada you can demonstrate a shared net worth.
• Investment: Applicants are required to make an investment of CAD 1.2 million in a prescribed investment guaranteed by the Government of Quebec for a period of five years. Alternatively, applicants can finance their investments through an authorized financial intermediary. For this purpose, you must enter into an investment agreement with a financial intermediary.
• Management experience: Applicants are required to have at least two years of management experience in a legal farming, commercial or industrial business. This must be within the past 5 years.
• Obtain sufficient points: Your application is evaluated in accordance with the program’s selection criteria, which include the program’s selection grid. You are given points for each of the grid’s variables and criteria. To satisfy the cut-off for variables and criteria with an elimination threshold, you must score at least 40 out of 89 points on the grid.
• Obtain an attestation: After submitting your application for permanent selection, you will be provided with a personalized set of papers to support your case. If you and your family have already obtained your attestation, you will not get this request.
• Intention to reside: Applicants must have the intention to reside in Quebec.
• Medical and security clearance: Applicants are required to undergo medical and security clearance.

Successful applicants to the Quebec Investor Program receive a Quebec Selection Certificate (CSQ) and can apply for permanent residency in Canada. The program is limited to a maximum cap. As of 2018 – 2019, it was capped at 1,900 applications per year.

The Quebec Investor Program is unique in that it operates independently from the federal government’s business immigration programs, and the investment is made exclusively in the economy of Quebec. The program has successfully attracted high-net-worth individuals to Quebec and contributed significantly to the province’s economic growth.
