The Quebec Self-Employed Worker Program is a program that allows individuals with relevant experience in a self-employed trade or profession to immigrate to Quebec and establish their own businesses. The program is designed to attract individuals who intend and can establish or purchase a business in Quebec and contribute to the province’s economic development.

Eligibility Requirements

  • Settle in Québec to work here – You must practice your profession or business activities in Québec.
  • Have a minimum net worth – You must have a net worth of at least CDN$ 100,000. This may be shared with your spouse or partner who is accompanying you to Québec.
  • Have the required professional experience – You must have at least two years of self-employment experience in the profession or trade.
  • Make a start-up deposit – You must make a start-up deposit with a financial institution located in the area where you plan to practice your trade or profession after you receive the letter that confirms the opening of your file.
    • Outside the Communauté métropolitaine de Montréal (CMM), the start-up deposit is CDN$25,000.
    • On the territory of the CMM, the start-up deposit is CDN$50,000.
  • Obtain an attestation of learning about democratic values and Québec values
  • Obtain enough points in the selection grid – You must obtain 63 out of 107 points on the grid to meet the cut-off.
  • Obtain the legal right to practice if you are self-employed in a regulated profession

Application Process

The application process for the Quebec Self-Employed Worker Program involves two steps:

  • Application for Selection Certificate: The applicant must first apply to the Quebec government for a Selection Certificate. This involves submitting the necessary documents, such as proof of experience, education, language proficiency, and a business plan. The Quebec government will then review the application and issue a Selection Certificate if the applicant meets the eligibility requirements.
  • Application for Permanent Residence: Once the applicant has obtained a Selection Certificate, they can then apply for permanent residence with the federal government of Canada. This involves undergoing medical and security checks and submitting additional documentation, such as proof of funds.
