Base Stream

The BC Base stream is a program under the British Columbia Provincial Nominee Program (BC PNP) that allows experienced entrepreneurs to immigrate to the province of British Columbia, Canada, and establish or purchase a business. This pathway is targeted at individuals who want to start or purchase a business anywhere in British Columbia.

Eligibility

Personal Requirements	Personal Net Worth	at least CAD$600,000
	Business and/or Management Experience;	3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ years of experience as a business owner-manager and 2+ years of experience as a senior manager. If no business experience, must have the equivalent of a 2-year post-secondary diploma
	Language Requirements	English or French language skills equal to Canadian Language Benchmark (CLB) level 4 or higher
	Education	a post-secondary credential, OR, experience as an active business owner-manager for at least 36 of the last 60 months with 100% ownership in the business
	Must be admissible to Canada	You must be admissible into Canada
Personal Requirements	Business	Establish a new business or buy and improve an existing business
	Personal Investment	at least CAD$200,000
	Job Creation	Create at least one new full-time job for a Canadian citizen or permanent resident

Process	1. Prepare a Business Proposal	You must submit a business proposal to establish a new business or purchase of an existing business in British Columbia
	2. Register your Proposal with the BC PNP	You must first establish a profile in BCPNP Online and then register online. This involves presenting a concise business proposition. There is a $300 non-refundable registration fee. This is a point-based system. You must score a minimum of 40 points in the business concept section. The total score must be at least 115 points to qualify.
	3. Get a Work Permit	If your request for admission to the BC PNP is granted, you will be provided with a letter of support to use when applying for a work permit. This will allow you and your dependents to come to British Columbia. You have 90 days to apply for a work permit from IRCC. You must arrive in British Columbia within 12 months of obtaining a work permit.
	4. Build your business	Within 20 months of arriving in Canada you must; Implement your business plan, Actively manage your business, and Meet all the performance expectations in your signed performance agreement.
	5. BC PNP nomination	You must meet the terms and conditions of your performance agreement. You must submit a final report to the BC PNP between 18 and 20 months after you arrive in B.C. You must meet the language requirement of CLB 4. You will be required to sign a Conditions of Nomination declaration.
	6. Permanent Residence	You can now apply to IRCC for permanent residency under the Provincial Nominee Class.
