Strategic Projects

BC Strategic Projects is a program under the British Columbia Provincial Nominee Program (BC PNP) that allows foreign corporations to establish or expand their operations in British Columbia, Canada, and nominate key foreign employees for permanent residency in Canada. This stream allows international firms to permanently relocate essential personnel with company knowledge and skills to British Columbia. A foreign business may apply for a provincial nomination in order to support the permanent residency of up to five of its existing top personnel. These workers will be in charge of the B.C. operation.

For an organization to be eligible, it must meet the following requirements

  • Be well-established and in good financial standing,
  • Demonstrate investment readiness and capacity for international expansion into B.C. and
  • Provide significant economic benefit to the province by making a high-value investment in B.C.

Who qualifies as the top personnel of the company?

  • Be current senior employees of the foreign company with the necessary credentials and expertise to develop and run the business in B.C.
  • Is being assigned to an executive or senior management position or possesses specific knowledge critical to the projected British Columbia operation.
  • Will be engaged in a permanent full-time role in the B.C. operation and will be paid a salary commensurate with his or her experience and consistent with industry and company compensation structures.

What are the requirements for the foreign corporation?

  • Make a minimum of $500,000 equity investment in the company’s activities in British Columbia.
  • Create a new business in British Columbia or buy an existing one and expand it.
  • For every foreign key staff member/ top personnel suggested, at least three new full-time equivalent employment for Canadians or permanent residents must be created (up to a maximum of five key staff).

Requirements

Step 1- Make an exploratory visit to B.C.

Step 2- Discuss your proposal with BC PNP

Step 3- Submit Expression of Interest (EOI):

If the corporation is eligible for the program, it can submit an Expression of Interest (EOI) through the BC PNP online system. The EOI should provide information about the:

  • Company details
  • Proposed investment in B.C.
  • Proposed key staff qualifications.

There is a registration processing fee of $300.

Step 4- Invitation to apply

Within 90 days of receiving the ITA, the corporation must submit a complete application, including all required documents and forms, to the BC PNP.

Step 5- Applying to the BC PNP

The company must submit all the required forms and other supporting documentation.
The application processing fee is $3,500 for the company and an additional $1,000 for each key staff proposed.

Each key staff member may be invited for an in-person interview at the BC PNP offices in Vancouver.

Step 6- Signing Performance Agreements

If the application is approved, the foreign company and the key staff members

Step 7- Work Permit & Arrival Report

Each approved key staff member will receive a work permit support letter so they can apply to IRCC for a work permit. This work permit support letter is valid for 90 days.
After signing their Performance Agreement, each key staff member is required to arrive in British Columbia within 180 days of the date their work permit support letter was issued. And every key staff member must submit an arrival report form to BC PNP within 60 days of coming to BC.

Step 8- Business Establishment & Nomination

Following the completion of its responsibilities under the signed Performance Agreement, the international organization must submit a final report to the BC PNP indicating how it satisfied the provisions of the agreement. The report will be analyzed and, if necessary, BC PNP will conduct site inspections or interviews to confirm the facts. If satisfied the key staff will receive a nomination for permanent residence.

Step 9- Apply for Permanent Residence

Each key staff member must apply for permanent residency to IRCC within 180 days of being nominated.
