Be Entrepreneur in Manitoba & Settle Down

The Entrepreneur Pathway is a stream under the Manitoba Provincial Nominee Program (PNP) designed to attract and retain experienced businesspeople and entrepreneurs who can invest in and operate a successful business in Manitoba. Applicants must have a minimum net worth of $500,000 and be able to invest at least $250,000 in a new or existing business in Manitoba. Successful applicants receive a Letter of Support from the province of Manitoba, which can be used to apply for a work permit and eventually permanent residency in Canada. The program provides an opportunity for individuals to establish themselves and their families in Canada as permanent residents while also contributing to the economic prosperity of Manitoba.

  • Applicants are no longer required to submit a deposit of $100,000 to the Manitoba government.

Program Requirements

Express Entry Profile Minimum Requirement
Business Experience

Minimum of three years of full-time work experience in the past five years either as an active business owner or working in a senior management role of a successful business.

Business owners must have at least 33 1/3% ownership to qualify for points.

Official Languages Proficiency

Minimum CLB/NCLC 5

Education

Minimum Canadian high school certificate equivalent

Age

No minimum or maximum age; however, ranking points are allocated to candidates 25 to 49 years of age.

Business Investment

Minimum investment is $250,000 CAD for businesses situated in the Winnipeg Metropolitan Region.

Minimum investment is $150,000 CAD if a business is situated outside of the Winnipeg Metropolitan Region.

The proposed business must create or maintain at least one job for a Canadian Citizen or a Permanent Resident in Manitoba (excluding owners of the business and/or their close relatives).

Business Research Visit

A Business Plan is required and is an integral part of the application.

The business research visit must be conducted no more than one year prior to the submission of your EOI.

Adaptability

Points will be allocated to you if:

  • Your spouse has CLB/NCLC 5 or higher.
  • You or your spouse have CLB/NCLC 5 or higher in the second official language.
  • You or your spouse or common-law partner have a close relative currently residing in Manitoba for more than one year.
  • Your child is enrolled in an accredited Manitoba educational institution and is actively pursuing academic, professional or vocational training on a full-time basis for at least six months prior to the date of submission of EOI; and/or.
  • You or your accompanying spouse or common-law partner have completed a program of full-time study for at least one year at a post-secondary institution in Manitoba. You or your accompanying spouse or common-law partner must have done this after you turned 17 years old and with a valid study permit.or
  • You or your accompanying spouse or common-law partner have completed at least six months of continuous full-time employment in Manitoba. A letter of reference from the employer and a copy of the work permit must be provided.
Net Worth

Minimum of $500,000 CAD

Your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your LAA.

Business Performance Agreement

After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you a letter of support for applying for a work permit./p>

Ineligibility

  • Refugee claimants, or individuals involved in a federal appeal or removal process.
  • Live-in Caregivers currently living in Canada.
  • Temporary foreign workers are currently working and residing in a province other than Manitoba.
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal.
  • Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada.

Note: An Express Entry profile is not considered an immigration application.

How to apply

Step 1: Self-assess your eligibility and conduct business research

The minimum eligibility requirements for the Entrepreneur Pathway are:

  • Business experience: Minimum of three (3) years of full-time work experience in the past five (5) years either as an active business owner (minimum 33% or one-third ownership) or working in a senior management role of a successful business.
  • Net worth: Minimum of $500,000 CAD
  • Official languages proficiency: Minimum CLB/NCLC 5
  • Education: Minimum Canadian high school certificate equivalent

Step 2: Submit your Expression of Interest to the MPNP

Submit your Expression of Interest (EOI) by email to MPNP-BusinessStream@gov.mb.ca along with the following forms:

  • Business Concept Form
  • Self-Assessment Form
  • MPNP Code of Conduct
    • EOI draws for the Business Investor Stream are not currently being conducted.
    • All EOIs received are reviewed within four weeks.
    • The MPNP will issue a Letter of Advice to Apply (LAA).

Step 3: Receive a LAA and submit your complete application

Pay the Processing Fee

You will be required to pay a processing fee by wire transfer in the amount of $2,500.00 CAD (not refundable.

Step 4: Assessment of your application

Note: The MPNP may invite you to attend an interview during the assessment process.

Step 5. Establish your business in Manitoba and fulfill the BPA

Report upon arrival

Once you have received a work permit and arrived in Manitoba, you must notify the MPNP in person, within 30 days of the Date of Arrival.

Progress report

You are required to submit the following Progress Reports to the MPNP:

  • First Progress Report: within six (6) months of the Date of Arrival; and
  • Final Progress Report: no later than 20 months after the Date of Arrival
