Skilled Workers In Manitoba Stream

The Skilled Workers in Manitoba Stream is a pathway to Canadian permanent residency under the Manitoba Provincial Nominee Program (PNP). It is designed to attract and retain skilled workers who can help meet the labour market needs of Manitoba and contribute to the province’s economic growth. Applicants must have a valid job offer from a Manitoba employer, meet the minimum language proficiency requirements, have the necessary education and work experience for the job, and demonstrate a genuine intention to live and work in Manitoba. Successful applicants receive a nomination from the province of Manitoba, which can be used to apply for permanent residency through the federal government’s Express Entry system or the Provincial Nominee Class. The program is designed to help Manitoba meet its economic and demographic needs by attracting and retaining talented individuals and families who can contribute to the province’s growth and development.

Eligibility

Must demonstrate ongoing Manitoba employment.

  • Possess a valid work permit and a Manitoba company has offered you a long-term, full-time job after you have completed at least six months (continuous) full-time employment with that company as a temporary foreign worker or international student working graduate.
  • SWM is not subject to a points-based assessment.

Qualifying employment

  • Employer must be incorporated or registered.
  • Employer must demonstrate to the satisfaction of the MPNP that they are an established business with the ability to offer you full-time and long-term employment in Manitoba.
  • Self-employment, unauthorized work, or periods of employment during which you were engaged in full-time study (ex: work experience gained on a co-op permit) will not be included when calculating the period of qualifying work experience.
  • Self-employed individuals, business owners, owner-operators and individuals providing services as independent contractors to the business supporting their application are not eligible to apply under the (SWM)
  • Requirements for international students from other provinces: you must first have been working for that Manitoba employer for at least one year.
Temporary foreign workers International student working graduates

Only graduates of Manitoba post-secondary educational institutions are considered

Required documents
  1. Valid work permit
  2. Written confirmation that you’ve been working full-time for at least six months continuous for Manitoba employer.
  3. Job offer letter – specifying salary/wage and details of the position, signed and on company letterhead

Conditions
  1. The offer of long-term employment must be from the same employer for whom you have been working full-time for the required time period.
  2. You must have all qualifications for the position including training/education and any required licence or certification.
  3. You must have job-ready English; specifically, you must demonstrate the English or French proficiency to fulfill the duties of your job description.
  4. Your connection to Manitoba through employment must be stronger than ties you may have to another province.
  5. You must demonstrate in a Settlement Plan your intention and plan to live, work and establish your work and family life in Manitoba as a permanent resident.
  1. You attended an authorized education or training program at a public, or registered private vocational, post-secondary institution in Manitoba. (Language programs are specifically excluded.)
  2. Your academic/vocational program was full-time and at least one academic year in duration.
  3. You successfully completed your program and were awarded a diploma, degree or certificate.
  4. You have been continuously working at least six months for the same employer who has offered you a permanent (long-term) full-time job.
  5. You have a valid post-graduation work permit from Immigration, Refugees, and Citizenship Canada (IRCC).
  6. Your connection to Manitoba through employment is stronger than ties you may have to another Canadian province.
  7. You demonstrate in a Settlement Plan your intention and plan to live, work and establish your work and family life in Manitoba as a permanent resident.
  8. You have all qualifications and the English or French language proficiency to fulfill the duties of your job.
Note
  • Employment that is part of a work-study program is ineligible.
  • People exempt from requiring a work permit to work in Manitoba (e.g., Ministers of Religion) are not eligible to apply to the MPNP under this category.
  • Must still provide documented proof of settlement funds. (C$10,000). MPNP will consider your current income

Get your post-graduation work permit: Apply to IRCC within 180 days of completing your school program requirements.

Ineligibility

  • Refugee claimants, or individuals involved in a federal appeal or removal process.
  • Live-in Caregivers currently living in Canada.
  • Temporary foreign workers are currently working and residing in a province other than Manitoba.
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal.
  • Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada.

* If you or your spouse already have an active MPNP application, you are not eligible to submit an additional application to any other stream/pathway of the MPNP.

How to apply

Step 1: Create an Expression of Interest (EOI) profile.

Step 2: If you receive a Letter of Advice to Apply (LAA), submit a full application to the MPNP.

Step 3: Applications are thoroughly assessed by an MPNP officer.

Step 4: Successful applicants are nominated by the MPNP.

Step 5: Within 180 days from the date of nomination, make a separate application to the Government of Canada for permanent resident visas for you and your family.
