Express Entry Skilled Worker Category

The Newfoundland and Labrador Express Entry Skilled Worker category is a stream of the province’s Provincial Nominee Program (PNP) designed to attract skilled foreign workers who have already been accepted into the federal government’s Express Entry program.

To be eligible for this stream, applicants must have a valid Express Entry profile and meet the minimum criteria for the federal government’s Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), or Federal Skilled Trades Program (FSTP). Additionally, applicants must have a genuine job offer from a Newfoundland and Labrador employer and meet certain other eligibility requirements, such as minimum language proficiency and education levels.

One of the benefits of the Express Entry Skilled Worker category is that it allows applicants to receive an enhanced provincial nomination, which can give them additional points towards their overall Express Entry score and increase their chances of being invited to apply for permanent residency.

  • Unless the job offer is LMIA-exempt, the employer must provide a Labour Market Impact Assessment (LMIA).

  • Federal Skilled Worker – CLB level 7.
  • Canadian Experience Class – CLB level 7 for NOC Skill Level 0 or A, and CLB 5 for NOC Skill Level B.

Federal Skilled Trades – CLB Level 5 for speaking and listening and CLB 4 for reading and writing.

Settlement funds

Effective July 20, 2017, candidates are no longer required to demonstrate proof of settlement funds. However, all applicants are required to prove that they can economically establish themselves in the province.

Who is not eligible?

  • If the applicant has not been accepted into the Express Entry pool
  • If the applicant did not achieve a minimum of 67 points out of 100 points on the Point Assessment Grid
  • If The applicant is a refugee claimant in Canada claiming refugee status from the Government of Canada or the applicant is a failed refugee claimant;
  • If the applicant fails to submit documentation as requested by PNP staff;
  • If the applicant fails to establish a genuine intent to live and work in Newfoundland and Labrador
  • If the applicant fails to demonstrate the ability to become economically established;
  • If the applicant or any dependent family member over the age of 18 has a criminal record;
  • If the applicant has unresolved custody or child support disputes.
  • If the applicant or the applicant’s representative has intentionally misrepresented information in the application.
