International Graduate Category

The Newfoundland and Labrador International Graduate Category is a pathway for international students who have completed at least half of their post-secondary studies from an approved Canadian educational institution and have received a job offer or are currently employed by a Newfoundland and Labrador employer. This category is designed to help retain international graduates who have acquired the skills and education needed to fill labor market gaps in the province.

To be eligible for this category, applicants must have completed a full-time academic program of at least two years in duration from a recognized post-secondary institution in Newfoundland and Labrador. They must also have a valid post-graduation work permit, and have a job offer from a Newfoundland and Labrador employer in a related field of study.

Applicants must demonstrate proficiency in English or French, have sufficient settlement funds, and meet other eligibility requirements. The International Graduate Category is a popular option for international graduates who wish to remain in Newfoundland and Labrador after completing their studies, and it offers a direct pathway to permanent residency in Canada.

Have an IRCC Post- Graduation work permit (PGWP). At the time of application, the PGWP must have at least 4 months of validity remaining.

The applicant must have a full-time job or job offer:

  • In a NOC TEER 0, 1, 2, or 3 occupations, or a NOC 4 occupation, provided the occupation is in an In-Demand Occupation,
  • That is a minimum of 30 hours per week;
  • From an eligible Newfoundland and Labrador employer
  • That pays a salary or hourly age,
  • Meets provincial employment standards and prevailing wage rates.
  • Meet NOC code employment requirements for that occupation.
  • That is not a contractual or a short-term position (less than twelve (12) months)
Language Proficiency

CLB 4 (Only for occupations in NOC TEER 4, 5) Minimum language requirements

Level of Education

Post-secondary, at least a two-year diploma or degree, or a one-year post-graduate degree.

Work Experience

Employed in Canada with PGWP, related to a job offer.

If the applicant completed their studies at a recognized public post-secondary institution outside of Newfoundland and Labrador, their job or job offer must be directly related to the field of study. Out-of-province graduates must work for a minimum of one year in Newfoundland and Labrador prior to submission of an NLPNP application.

The applicant must demonstrate that they have the intention and ability to settle permanently in Newfoundland and Labrador.

Settlement funds

The applicant must show that they hold sufficient settlement funds and financial resources to successfully establish themselves and any dependents

Who is not eligible?

  • If you have not yet completed your studies.
  • If you are a student who studied in Canada under the sponsorship of an agency or government and are expected to return to your home country after graduation.
  • If you or any dependent family member over the age of 22 have a criminal record.
  • If you have unresolved custody or child support disputes.
  • If you have intentionally misrepresented yourself in the application.
  • If the employer has intentionally misrepresented themselves or you in relation to their, or your, role in business.

Application Procedure

  • The applicants are required to submit an application online to NLNP International Graduate stream.
  • The Application fee is CAD 250
  • If successful, the applicant will receive a provincial nomination from the province.
  • Thereafter they are able to apply for federal PR within 6 months
