Quebec Experience Program

The Quebec Experience Program (QEP) is a fast-track immigration program designed for international students and temporary foreign workers who have studied or worked in Quebec and wish to settle permanently in the province. The program has two streams:

  • The Quebec Graduate Stream, which is for international students who have graduated from a Quebec educational institution, and
  • The Quebec Work Stream, which is for individuals who have worked in Quebec and have a skilled job offer from a Quebec employer.

The Quebec Experience Program is popular among individuals who have already lived in Quebec, as it provides a faster and simpler path to permanent residency than other immigration programs. Candidates who apply through the PEQ are exempt from the usual selection process, and their applications are usually processed within a few months.

To be eligible for the Quebec Experience Program, candidates must demonstrate proficiency in French, as French is the official language of Quebec. In addition, candidates must meet other eligibility criteria, such as having a valid study or work permit, meeting the minimum work experience requirements, and having a job offer from a Quebec employer (for the Work Stream).

Selection conditions

1. Conditions for temporary foreign workers

  • Must be in a profession at level 0, 1, 2, or 3 of the NOC;
  • Must be performed legally;
  • Must be full-time (minimum of 30 hours of paid work a week);
  • Must be paid occupation.
  • The above factors must be applicable at the time the applicant applies and for at least 24 of the 36 months before submitting the application.
  • Work experience that is not continuous can be considered in your application if it was full-time.
Language ability

Main applicant- French – knowledge of oral French equivalent to Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes

Spouse – French – Level 4

Age

18 years or older

Settlement funds

Applicants must show that they have sufficient funds to settle in the province

Intention to reside

The applicant must have the intention to reside in Québec to hold a job

Selection interview

The applicant may be required to complete an interview with an immigration counselor.

Specific conditions

The applicant must be legally in Québec as a temporary foreign worker or under a youth exchange program

2. Conditions for temporary foreign workers

Work experience

For DVS of 1,800 hours or more of training, alone or with an AVS,

  • Of at least 18 months after the end of the study program
  • Full-time in a job at level 0, 1, 2, or 3 of the National Occupational Classification (NOC)
  • Hold a full-time job at one of the following NOC levels when submitting the application:

If the job is at level 0, 1, 2 or 3, it does not have to be related to your study program

If the job is level 4, it must be related to the DVS the applicant obtained in Québec.

For all other PEQ-eligible diplomas, the applicant must have gained paid work experience after completing the study program:

  • Of at least 12 months
  • Full-time
  • In a job at level 0, 1, 2 or 3 of the NOC
  • hold a full-time job at the same NOC level 0, 1, 2 or 3 when submitting the application. (The job does not have to be related to your study program.)
  • Work experience acquired during a mandatory internship of the study program may be recognized if the applicant has a work permit.
  • Full-time internship – may be recognized for a maximum of three months.
  • Part-time internship – the recognized period corresponds to its full-time equivalent.
  • Work experience that is not continuous may be considered if it was full-time.
Language ability

Spouse – French – Level 4

Education
  • The applicant must have obtained an eligible diploma
  • Must have obtained eligible work experience in Québec following the study program
  • Must have stayed in Québec for at least half the duration of the study program
Eligible diplomas
  • Bachelor’s degree (university undergraduate)
  • Master’s degree (including an MBA)
  • Ph.D.
  • Diploma of college studies, technical training (DCS)
  • Diploma of vocational studies (DVS) attesting to 1,800 hours or more of study
  • Diploma of vocational studies (DVS) followed by an Attestation of vocational specialization (AVS) of 1,800 hours or more of continuing education leading to a given trade

The applicant must have obtained your diploma:

  • In the 36 months preceding the submission of the application
  • In a full-time study program
  • In an educational institution in Québec
