Quebec Regular Skilled Worker

The Quebec Regular Skilled Worker Program (RSW) is a program designed to attract skilled workers who wish to immigrate to Quebec and settle there permanently. The program is designed to address Quebec’s labor market needs and help individuals with the necessary skills and experience to contribute to Quebec’s economy.

The RSW is a points-based system that evaluates applicants based on factors such as education, work experience, language proficiency, age, and other criteria. Applicants must score a minimum number of points to be considered eligible for the program. The RSW also considers an applicant’s adaptability to life in Quebec, such as their ability to integrate into Quebec society, knowledge of the French language, and family ties in Quebec.

One of the unique features of the RSW is its emphasis on the French language. Applicants must demonstrate proficiency in French to be eligible for the program, which reflects the importance of the French language and culture in Quebec. The RSW also provides additional points for applicants who have completed French language training.

How to Apply?

Candidates must declare their expression of interest through the Arrima pool, which considers age, education, language skills, professional experience, etc. The highest scorers in the pool may be asked to apply for permanent selection by the Quebec government. Candidates can use the Mon Projet Quebec portal to complete and submit an application form for permanent residence.

  1. Preliminary Eligibility: Before applying for the RSW, an applicant must determine if they meet the program’s minimum requirements. This includes assessing their eligibility based on factors such as age, education, work experience, language proficiency, and other criteria.
  2. Expression of Interest: Once an applicant determines their eligibility, they must submit an Expression of Interest (EOI) through the Arrima portal, which is an online platform used by the Quebec government to manage immigration applications. The EOI serves as an initial application to the program and requires the applicant to provide personal information, educational credentials, work experience, language skills, and other details about their background.
  3. Invitation to Apply: After submitting the EOI, applicants may receive an Invitation to Apply (ITA) if they meet the program’s minimum requirements and if their profile matches Quebec’s labor market needs. The ITA provides instructions on how to complete the full application for the program.
  4. Full Application: Once an applicant receives an ITA, they must submit a full application within 90 days. The full application requires more detailed information about the applicant’s background, including documentation of their educational credentials, work experience, and language proficiency.
  5. Assessment: After submitting the full application, the Quebec government will assess the application based on the RSW selection criteria. This includes evaluating the applicant’s education, work experience, language proficiency, and other factors.
  6. Decision: If the application is approved, the applicant will receive a Quebec Selection Certificate (Certificat de sélection du Québec or CSQ). This certificate confirms that the applicant has been selected to immigrate to Quebec as a skilled worker. The applicant can then use the CSQ to apply for permanent residency with the Canadian federal government.

What is the Arrima Online Portal?

The Arrima Online Portal is an application management system used by the Quebec government to manage applications for the Quebec Regular Skilled Worker Program (RSW). It allows applicants to create an Expression of Interest (EOI) profile and submit it to the Quebec government for consideration. The portal uses a points-based system to evaluate an applicant’s eligibility for the RSW and allows applicants to update their profile information and communicate with the Quebec government.

Eligibility

The eligibility criteria are assessed under a few factors:

  • Education;
  • Work experience;
  • Age;
  • Knowledge of French and English;
  • Stay and family in Quebec;
  • Validated job offer;
  • Spouse’s characteristics;
  • Presence of children;
  • Ability to be financially independent.

Quebec requires applicants to provide evidence that they have achieved the required score as determined by the selection grid. Those who apply without a spouse or common-law partner must get a minimum of 50 points overall and 43 points on the employability elements, while those who apply jointly with their spouse or common-law partner must score at least 52 out of 59 points on the employability elements.

Quebec Regular Skilled Worker program is based on a point systems.

There are two-point systems:

  1. To decide who is qualified to submit an Arrima profile, and
  2. To determine who is invited to apply for permanent selection.

If a candidate fulfills the minimum point threshold for submitting an Arrima profile, they will earn an additional score. This score is used by Quebec to rank candidates and can be used to determine who receives an invitation to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate).
