International Skilled Worker Employment Offer

Saskatchewan Employment Offer is a subcategory of the Saskatchewan Immigrant Nominee Program (SINP) that allows the province to nominate candidates who have a job offer from a Saskatchewan employer to apply for permanent residency in Canada. To be eligible for the Saskatchewan Employment Offer, candidates must have a valid job offer from a Saskatchewan employer for a skilled occupation that is in demand in the province, meet the SINP eligibility criteria, and have the necessary education and work experience for the position.

Candidates who are nominated through the Saskatchewan Employment Offer receive an invitation to apply for permanent residency in Canada. This stream is a popular option for skilled workers who have a job offer in Saskatchewan and want to immigrate to Canada with their families. The Saskatchewan Employment Offer helps to attract and retain skilled workers in the province and contribute to the local economy.

Who is it for

  • Have an offer for a skilled job in Saskatchewan.
  • Meet the criteria of the sub-category.
  • Who is living abroad or in Canada, and
  • Intend to reside in Saskatchewan as a permanent resident.

(Note: all nominees with temporary work permits must reside in Saskatchewan.)

Eligibility

You may qualify for this sub-category if you live outside Canada or, are not a refugee claimant, and:

  • Score at least 60 points on the Saskatchewan Immigrant Nominee Program (SINP)
  • Have at least one-year work experience in the past 10 years (in your intended occupation).
  • Have a language score of at least Canadian Language Benchmark (CLB) 4.
    • Some employers or regulators may ask for scores that are higher than CLB 4.
  • Be eligible for Saskatchewan licensing (if your intended occupation is in a regulated profession or compulsory apprenticeship trade).
  • Have an offer for a permanent, full-time job in Saskatchewan. You will need a valid SINP Job Approval Letter to show proof.
  • There is no specific list of jobs, but your offer must be in an occupation in the National Occupational Classification (NOC) TEER level “0”, “1”, “2” or “3”, or in a designated trade in Saskatchewan.

Exclusions

  • Food and Beverage Servers/Persons (NOC 65200) must apply under the Hospitality Sector Project sub-category or the Hard-to-Fill Skills Pilot.

(Only those with high skilled health occupations eligible for the International Healthcare Worker EOI Pool can apply to this sub-category. Other health professionals will need to apply to the Saskatchewan Experience Health Professionals sub-category. If you are applying under NOC 33102, then you may be eligible for the Hard-to-Fill Skills (HFS) Pilot.)

Job offer

  • Must have an offer of employment from a Saskatchewan employer for a position at National Occupational Classification (NOC) Skill Level 0, 1, 2, or 3
  • Offer of employment must be supported by a Letter of Offer from the employer,
  • Job Approval Letter from SINP
  • In order to obtain a job approval letter, a candidate’s employer must register online using the SINP Online Portal
  • The employer must submit the position for assessment by SINP. If SINP approves the position, the employer will receive an official Job Approval Letter.

How to register to hire foreign workers?

Online through SINP website (Read Guide)

  1. Obtain a Certificate of Registration (COR)
  2. Obtain SINP Approval for the Position (Job Approval Letter)
    • Employers must submit an online application for a SINP JAL for each occupation that you intend to fill with a foreign worker.
  3. Support Your Worker’s Employment and Immigration
    • Provide the Candidate a Job Approval Letter (JAL)
    • The employer must add a candidate’s name to the position, creating a candidate-specific JAL.
    • The candidate-specific JAL must be provided to the candidate.
    • They will include the candidate-specific JAL in their SINP application for nomination along with their Job Offer Letter.
    • The Job Offer Letter needs to be addressed to the Principal Applicant and written on company letterhead and match the information in the SINP JAL for the position.
    • Supporting Your Employee’s Work Permit
    • Nominated candidates with employment offers receive a Work Permit Support Letter along with their Nomination Certificate.
    • If the nominee is not currently working in Saskatchewan, they will use the SINP Work Permit Support Letter to apply for a temporary work permit, through the International Mobility Program, to allow them to work in Saskatchewan while they apply for permanent residency.

    • It’s the responsibility of the employer to cover the cost of recruiting foreign workers.
      • Government of Saskatchewan: There is no fee for employers for obtaining a Certificate of Registration (COR) or obtaining a Job Approval Letter (JAL) to hire a foreign worker.
      • Government of Canada: Hiring SINP Nominees: To obtain a work permit for the nominee (IRCC) requires employers to pay an Employer Compliance Fee of $230 for each foreign national requiring an Employer-specific Work Permit.

Assessment Rating

You will need to score at least 60 points on the point assessment grid.

Points are awarded based on the following five factors:

  1. Education and training.
  2. Skilled work experience.
  3. Language ability.
  4. Age
  5. Connection(s) and adaptability to the Saskatchewan labour market.

How to apply

  • The Saskatchewan Employment Offer stream accepts applications from eligible candidates at all times.
  • Eligible candidates may submit an application using the SINP Online Portal.
  • This program does not have an application fee.
  • If the province approves the application, Saskatchewan will notify the applicant that they have been selected for provincial nomination.
  • This notification will be sent to the applicant by email.
  • At this point, the applicant officially receives a provincial nomination, making them eligible to submit a federal application for Canadian permanent residence.
  • After receiving a provincial nomination an applicant has six months to submit their permanent residency application.
  • Applicants in this program must complete and submit a paper-based application for permanent residence and submit it by mail to the appropriate application centre.
  • Paper-based PNP applications for permanent residence are generally processed within 18 months.

How to apply

  • Pre-screening – application will be checked for completeness. If application is incomplete, it will be closed. Closed application can not be opened or reviewed.
  • Criteria Assessment and Recommendation – application will be reviewed to determine if you provided the information required to meet the criteria. If more information is required applicant will be notified by email. Must reply within 10 days. If not application will be processed without that information.

Withdrawing an application: Can withdraw at any time except when Program Integrity Review is underway

Program Requirements

  • Employment Offer & Occupations In-Demand
  • If your application has been approved applicant will receive:
    • A SINP Nomination Approval Letter;
    • A SINP Work Permit Support Letter (if applicable); and
    • Information on how to proceed with an application for Permanent Residency (PR) with the Government of Canada.
  • Centralized Intake Office (CIO) and IRCC will be notified of the nomination. Application for PR must be submitted to IRCC within six months of being nominated by the SINP.
  • IRCC will also conduct an assessment of the application including health, security and criminal record reviews before issuing visas.
  • IRCC may request any additional information.
  • Express Entry
  • The SINP will enter the details of your nomination in the Express Entry system.
  • IRCC will ask you to confirm that you accept the SINP’s nomination. You have 30 days to accept the SINP nomination in the Express Entry system.
  • After you accept your SINP nomination, IRCC will invite you to apply for permanent residence. You have 60 days to submit this application.
  • IRCC will send you steps on medical examinations. They may also ask for more documents. You may have to attend an interview.
  • If you meet all the requirements, IRCC will issue permanent residence visas.

Revise or Extend an SINP Nomination

  • Nomination Certificate is valid for six months. Can extend of revise the application if necessary.
  • Requests for an extension must be made within 90 days of the nomination expiring.
  • An extension of a nomination certificate will be valid for three months.
  • A maximum of two extensions may be granted for reasons that delayed the submission of a Permanent Resident Application

Request a Second Review

  • If your application was deemed ineligible and you believe that an error was made during application processing, you may request a second review.
  • Second reviews are based on the information contained in the original application. Can not add or remove information unless the error made by SINP caused some information to be not viewed.
  • Only one application can be actively processing at a time.
  • Request for second review must be made within 30 days of receiving ineligible letter.

Program Integrity Review

  • Reasons for review
    • False declaration;
    • Fraudulent document(s);
    • Information that is misleading;
    • Important information that is required but was not disclosed;
    • Abuse and inappropriate use of the program; and/or
    • Contraventions of federal and provincial laws and policies related to immigration
  • Applicant is given ten (10) days to prove that they did not commit misrepresentation.
  • If misrepresentation is found to have taken place, then the applicant may be suspended from using the SINP for two to five years.
  • Representatives and employers may also be subject to investigation or court ordered penalties if there are grounds to believe there has been misrepresentation associated with them.
  • No appeal process for program integrity review.

Nomination Certificate Withdrawal

Nomination certificate may be withdrawn if:

  • Fraud or misrepresentation has taken place in your application;
  • If circumstances have changed after your nomination and you are no longer meeting the conditions of your nomination;
  • If you or your representative, have voluntarily requested to withdraw your nomination or you have been approved for PR through an immigration program other than the SINP; and/or
  • If SINP has been notified that you have been approved for permanent residency (PR) through an immigration program other than the SINP.
